It gives you the cut and dry basic things you need to play each class either PVE or PVP, from stats priority chains to the proper glyphs, best in slot enchants and gemming as well as a basic run down of the rotation for each class/spec combination. It's not as heavily bogged down with math and other number like EJ if you just want the basics and aren't worried about min/maxing the crap out of your toon yet.

Basic Stat Rundown:

Combat:
Important Caps That MUST be reached before all else: 8% Melee hit, Expertise 26/26

For your stat priority: Agility always is top priority as far as gemming is concerned. Once caps are reached, through reforging you want to build haste rating as much as possible, reforge out of critical strike rating and mastery. When possible, try to reach 17% spell hit cap so your poisons do not miss.

For Gemming: The main gem you will use for combat spec is going to be-
Red Sockets: Delicate Inferno Ruby/ Delicate Queens Garnet (if you can afford them)
Yellow Sockets: Deft Ember Topaz/Deft Lava Coral
Blue Sockets: Glinting Demonseye/Glinting Shadow Spinel

Never worry about a socket bonus unless it's +20 Agility or more. If it is not, just put a red agility gem in the socket.

Meta Gem: Agile Shadowspirit Diamond

Weapons/Gear Choices:
You want to try to avoid agility gear with lots of mastery as currently mastery is the weakest stat for combat spec rogues and is usually preferential to use for reforging into Expertise, Hit, or Haste (in that order assuming caps are not met)

For weapons, your main hand weapon will be a slow weapon with a speed of 2.60. For offhand, a fast weapon with a speed of 1.40 is optimal, so you'll be using a dagger.

Poisons: Mainhand - Instant Poison
Offhand - Deadly Poison
Thrown Weapon - Wound Poison

Combat does not have great utilization of AOE damage, so in a fight where AOE is needed combat rogues will typically use Blade flurry over Fan of Knives.

For subtlety, the order for stats is listed above. Mastery is again the weakest stat for this spec and should be avoided if at all possible, preferring gear with critical strike rating, hit rating, and expertise over gear with mastery. For reforging, you'll want to use mastery if you have it to reach your caps starting with melee hit, then expertise, then 17% spell hit cap. It is possible to become the ever elusive "Critical strike rating capped" as subtlety rogue and there are some tools out there to help with that (I've lost them and I really don't feel like posting all the math ).

Gemming
Red Sockets: Delicate Inferno Ruby/Queen's Garnet

Blue Sockets: Glinting Demonseye/Shadow Spinel
Meta Socket: Agile Shadowspirit Diamond

Gearing and Weapons:
Gear without mastery is preferential for subtlety rogues as it is the weakest stat.
High critical strike rating, hit, and haste is better suited for subtlety rogues.

Weapons - Because subtlety's primary attack is going to be backstab, weapons used for subtlety are daggers, slow main hand, fast off hand.

Poisons - Mainhand - Instant Poison
Offhand - Deadly Poison
Thrown - Wound Poison

Again, subtlety is very weak in fights involving high AOE dmg and thus should not use fan of knives at all unless you are using it to apply crippling poison for slows.

Assassination

Stats Priority and reforging:
Agility
8% Melee Hit Cap
17% Spell Hit Cap
Mastery
Haste
Expertise
Critical Strike Rating

For Assassination rogue, almost ALL of the damage done in this spec is from your poisons. Your poison damage is augmented by your attack power which is affected by your agility making agility your primary spec. 8% melee hit cap is very easy to reach without reforging, 17% Spell hit cap is VERY important that it be met because as stated, nearly all of your damage is caused from your poisons, which are considered spells. Mastery increases the damage dealt by your poisons and thus is the 3rd highest stat you need to stack, reforging out of critical strike rating and expertise and haste if at all possible. Haste, expertise, and critical strike rating are the worst stats for assassination rogue, haste obviously having more weight than the other two.

Expertise is not needed at all due to talents wherein if a finishing move or combo point building move (Envenom, Mutilate, Rupture) misses, you are immediately refunded 80% of the energy used should the ability miss. If envenom does miss, the boss still receives the envenom debuff and still takes the increased poison damage.

Gemming:
Red Sockets: Delicate Inferno Ruby/Queens Garnet
Yellow Sockets: Adept Ember Topaz/Lava Coral
Blue Sockets: Glinting Demonseye/Shadow Spinel

Gear and Weapons
Leather armor with mastery is preferential. If possible avoid gear with expertise unless there is mastery on it as well.

Weapons will be daggers in both main hand and off hand, fast off hand, slow main hand.

Poisons: Mainhand - Instant Poison
Offhand - Deadly Poison
Thrown - Deadly Poison

Due to the nature of the spec, and poison damage being the highest contributor to Assassination rogues damage, they are also the highest AOE viable spec. Using deadly poison on the thrown weapon allows for the rogue to stack 5 stacks of deadly poison on all targets as well as for every additional stack past 5 it procs an instant application of instant poison which is where all of your damage will come from.
